Pipeline job not triggered on commit with scm polling

      Pipeline jobs aren't being triggered with with scm polling on changes, or when github-api is used.

      I think this is because the workflow-cps-plugin isn't reporting the 'pipeline script from scm' source control with getScms.  It gets ignored, and changes the repo containing the script won't ever trigger the job.
