jenkins plugins hang at pending indefinetely and blocks other plugins from being uninstalled or installed

      AT first i thought this was the known issue of the nodejs plugin not playing well with the envinject plugin, but i'm not so sure now since other plugins appear to be affected, namelu the display url for blue ocean which i can't install, and the envinject plugin which wont uninstall.

          paradoxicalgorm not sure if this is related to Blue Ocean or not. However, in either case, we will need some idea of how to reproduce this error.
