Fix issue with tests and lint not being run for JDL and CoreJS in master

      Aiming to solve two issues here, somewhat related:

      1. jenkins-design-language and blueocean-core-js are not running JS unit tests as part of JS build. This regressed in JENKINS-42602 when js-builder was added two those projects' gulpfiles and override the old "test" task with the one from js-builder that was looks for tests in a different location
      2. blueocean-dashboard, personalization, web and pipeline-editor are not correctly reporting test failures. This is like due to an issue with jest or jest-junit, possibly introduced when shrinkwraps were removed in JENKINS-42602
