[JENKINS-48009] Setting CSP to allow .js or .css files to get downloaded doesn't work for HTMLs over the mail.

Environment:
Jenkins is installed in Tomcat container.
Jenkins version 2.60.3

Setting up the CSPs to allow .css, .js files for html doesn't work for Emails with HTML body.

Still I am getting Simple HTML page without CSS.

It worked perfectly for HTML publisher plugin.
