Embedded issue links (JIRA, GitHub) on multibranch "Branches" tab do not navigate to external site when clicked

      After navigating to a multibranch project's "Branches" tab, clicking the embedded issue link for JIRA or GitHub issues in the "Message" row opens the Run Details tab rather than opening the external site in a new tab.

          The screenshot shows the difference in behavior between the Activity tab (correct) and the Branches tab (incorrect).
