PR builder triggers builds when no activity has occurred in entire repo

      Jobs using stash pull requests builder are being triggered when no comments or commits are being made on the Bitbucket repo.  The cron is set to every minute.  We have been having intermittent connectivity issues with our hosted instance of Bitbucket which appears could be triggering these jobs.  The logs show the job being run with no extra information.
