PCT - dependency bloodbath

      I was investigating PCT modes in JENKINS-48711 and hit various Class/Method binary compatibility issues. PCT just falls apart on some configurations.

      We need to...

      1) Update components versions
      2) Use standard Jenkins POM with upper bounds check
