Summary:

• Reordering of steps within a stage, as described in JENKINS-38323 (a.k.a. "Drag and Drop"), is a useful new feature in the Pipeline editor.
• It makes sense to add some single-step editing as part of the same test.

ATH tests which verify this functionality would be a welcome improvement to editor test coverage.
