    Description

      Can set incrementals.url if we can start a temporary Docker container to host Nexus.

          It would be nice to be able to test the effectiveness of changes like JENKINS-51869. In that case the lower-level test would require creating a phony Git repository with a predefined commit graph; a higher-level test would actually publish incremental releases from those commits and run incrementals:update to verify the selected version.
