Blue ocean:GitHub Webhook is not created after new pipeline creation

      Related to JENKINS-48035, when I create a new Pipeline for GitHub in Blue Ocean, it doesn't register any webhooks. Using the latest versions of all plugins.

      In order to register the webhooks I am forced to use the workaround via: Manage Jenkins > GitHub plugin > Advanced > Re-register hooks for all jobs > webhook in GitHub is finally generated.
