Paused for input is displayed even though I don't have Job.BUILD permission

      On a build where I don't have Job.BUILD permission, the manual approval action is displayed anyway (regular pipeline, and BO as well).

      When I click on the approval, obviously it fails, complaining that I don't have the required permission.

      The actions should be hidden or appear differently so that an approval can't even be requested
