Add support of Essentials.yml format to Custom WAR Packager

      We are setting up some integration testing flows for Jenkins Essentials components. Custom WAR Packager is used there, and it gets information from essentials.yml in the created Pipeline libraries.

      But it would be still great to have support of essentials.yml for the local testing purposes so that there is no need to create separate Maven files.
