[JENKINS-51340] Create Jenkinsfile for the repository

Acceptance criteria:

Common library method buildPlugin() is used to run the build and publish results
We run tests on both Linux and Windows
Test against the Jenkins core requirement and the latest LTS baseline (2.107.3 for now)
