Add Perforce Job (p4 fix) link for submitting/publishing

      We are using the P4 Plugin in declarative pipeline jobs and using to submit/publish some artifacts back to Perforce.

      However there is currently no option available to attach Perforce Jobs to the submission changelist.  Therefore it would be most useful if this option could be added to be able link (p4 fix) a Perforce Job to the relevant submission.

      For us this is a requirement as its our company policy and enforced through Perforce Rules to have Jobs attached to all submission's.
