Setup Wizard 'Create Admin User' skip button does not transition to the next state

      In the Setup Wizard, at the "Create First Admin User" step, if you click "Continue as Admin", the internal state does not transition from CREATE_ADMIN_USER to "CONFIGURE_INSTANCE". The UI will show the new "Instance Configuration" page, but if you just refresh the page, it will go back to the create first admin user page.
