Update Jenkins Parent POM to plugin versions with JDK 10 support

      There is a pending update of Plugin POM (JENKINS-52007 and so on). It would be great to update Jenkins POM as well once the tooling is stabilized

          I think yes. The round I did pretty recently anyway contained an upgrade to everything I could, and IIRC has been merged by Jesse (too late to check ). So I think we can close this.
