[JENKINS-52399] Add new folder listing section to sectioned view

The sectioned view plugin needs a section to display subfolders.

It should work like the View Listing Section but instead of displaying child views it would display subfolders.

This is different to ~~JENKINS-45038~~ which is about recursive folder support for the List View Section.
