I cannot reproduce this problem. The file is served from <JenkinsRootURL>/plugin/simple-theme-plugin/simple-theme.js - If your Jenkins base URL is set correctly this file should be found by your browser.
Anyways, as a workaround, you can just remove the favicon theme element.
If you want to help me fix this problem (if it is a problem with the simple-theme-plugin), I need some more information (anonymized, if you want):
- What is the URL of the simple-theme.js your system wants to load?
- What is the URL of your Jenkins installation?
- Does the base URL in the Jenkins settings match the URL users use?
- Are you using a reverse proxy?
