Currently, the "Power Off" action of the vSphere Cloud plugin allows for graceful shutdown of VMs. However, the timeout value is a fixed 3 minutes, which is not enough in cases where one wants to wait for some long shutdown-triggered task to terminate, such as Windows Update.
Make the timeout value customizable.
