consider adding pipeline-utility-steps-plugin to Evergreen

      I find myself to use the  pipeline-utility-steps-plugin[1] more and more, it has some very useful utilities like reading information from a maven pom or other configuration files. I think these simple steps are useful for many many users and are a good addition to the provided functionality in evergreen.
