Configure default audit logging output configuration

      In order for audit log events to be logged somewhere, we should provide a default configuration. This should provide a log4j2.xml configuration that defines a JSON layout to output those audit log events to $JENKINS_HOME/logs/audit/audit.log (no need to configure rollover or anything just yet).
