Merge the two security realms

      It's unnecessarily cumbersome to migrate between "Matrix" and "Project-based Matrix" due to them being two different security realms.

      Look into just having one with a global switch "Allow project-level overrides".

      readResolve the Matrix into Project-based Matrix with that flag set.
