Email-Ext CC's users whose email address starts with 'cc'

      I noticed that any user whose email starts with 'cc' ends up getting put in the CC field of the email.

       
      For example, if I have a build that is sending emails to cctest@example.org, it ends up always CC'ing cctest@example.org and never putting that as a TO address.
