TZ (timezone) in job trigger schedule does not apply to @midnight

    Description

      With the Jenkins docker image running in UTC timezone, the time set in the schedule is expected to be in UTC as well. However the inline help mentioned it is possible to change the timezone which the schedule interpreted by setting TZ= at the first line.

      That works if I use `H 0 * * *`
