Make Update Center Values Configurable

    • GSoC - Coding Phase 2

      The current install-plugins scripts gets the values for update centers via the following environment variables: 

      JENKINS_UC

      JENKINS_UC_EXPERIMENTAL

      JENKINS_INCREMENTALS_REPO_MIRROR

      These values are currently hardcoded the the Java version of the bash script.  This should be updated to support the current functionality.
