Information about plugins that failed to download are output to a file called failed-plugins.txt. By default this is created in the working directory, but this causes issues when the plugin manager is run from docker and the file is unable to be created in this location.

[JENKINS-58206] Default directory for failed plugins

Why not just output it to stdout / stderr?

and then exit with a non 0 code

When another output mode (such as json) is added you could add a field in that for failed plugins
