Ability to resolve artifact ID regardless of case

      There was some discussion in the following PR about being able to resolve artifact IDs even if case doesn't exactly match what was requested:  https://github.com/jenkinsci/custom-war-packager/pull/104#discussion_r298844378

       

      This might be good functionality to incorporate into the plugin manager tool.
