[JENKINS-58538] Support for relative paths in folder view

Description

Original: In the legacy version of the warnings plugin the directories were displayed with path relative to the SCM workspace root when the "folders" tab was selected. This made a lot more sense than the current warnings-ng behavior which displays the full absolute path to the folder.
