Restart Jenkins when installation is complete and no jobs are running should preload the restarting jenkins image

      Steps:

      1. visit jenkins/pluginManager/installed
      2. select a plugin to update
      3. click the install button
      4. check the Restart Jenkins when installation is complete and no jobs are running box

      By the time the Restarting jenkins line loads in the browser, the jenkins server is restarting and no longer able to serve the picture.

      As the picture is generic (it isn't big, and isn't particularly specific to this task), preload it in the page so that when it's needed
