Enable StatusNet updates, added a configurable API URL

      Just added a URL property to make the base API of the API configurable. I just tested the patch on a single project with a StatusNet installation and also with Twitter settings (manually set all values). Still needs to be tested on a fresh installation with global settings.

      See the attached diff (there is also a proposal for a artifact name change in it, but that is not the important part and can easily left out).
