[JENKINS-6094] Allow cobertura coverage report generation for failed builds

My build uses the cobertura check ant task to fail the build if coverage is below a certain threshold.

Since the cobertura plugin will not generate reports on failed builds, I can't see why the coverage fell below the threshold.

I would like the option to build the coverage reports even on failed builds.
