Not sure if I'm missing something but the change on release 2.3.9 seems to prevent users from being able to access credentials that are scoped to a specific folder ("Folder Credentials Provider") via link in jenkins.

The functionality is still accessible but it is necessary to manually append "/credentials/" to the URL.

Sample "Glogal" credentials url (accessible from "Manage Jenkins" page): https://jenkins/credentials/
Sample "Folder" scoped credentials url (no link found in interface): https://jenkins/job/my-folder/credentials/
