Re-release performance plugin 3.18

    Description

      I've release performance plugin 3.18, but it has broken version commit
      https://github.com/jenkinsci/performance-plugin/commit/46ab3bdc08e4e53165254d9328e5d97269765184

      The same issue we already had with 3.13 https://issues.jenkins-ci.org/browse/JENKINS-54419 

      Could you please remove broken release? and i'll do re-relase

          new update center infra ignores obviously broken version numbers, as you can tell by this release not being available.

          Also clearly an infra issue, so should have been filed in the corresponding Jira project.
