Allow credentials to have a different ID that is different from the underlying secret's name.

For example, allow the Jenkins admin to remove a prefix from the secret name: the Jenkins admin could decide to remove the environment prefix of a secret like "staging-", which would turn a secret with name "staging-foo" into a credential with ID "foo".
