JENKINS-40747 - Only reports changes since the last build. Previously the build summary reported all changes since the last successful build. 

The above change added to Jenkins P4-plugin removed the ability to get the accumulated list of changelists (which was the ability some customers found it useful). Add an option so that an accumulated list of changelists since the first build failure can be retrieved if needed.
