Support for global default tags

      Currently it's possible to add custom tags with `jenkinsEnvParameterTag` and it would be great to be able to specify defaults for the global configuration via the CASC.
      It's even to configure global tag like this

      The problem is that if the variable is changed somewhere else the global setting till be removed, so if would be possible to add default global tags in the basic configuration it would have been easier to work with
