I think this has already been implemented, cf screenshot (according to oleg_nenashev's awesome accelerate shared pipeline library development approach without SCM commits using Filesystem SCM plugin to use the dev-local non-SCM-committed pipeline library mapped into Jenkins Docker image as Docker volume):

If so, this rather old issue can/should be resolved...
