Make it possible to provision jobs in a disabled state

      From what I can tell disabling multibranch pipeline jobs was released with v2.61 the ticket tracking that was JENKINS-27299.

      I would like to provision new jobs in a disabled state in our staging environment but it seems the "disabled" property cannot be set through the job-dsl-plugin yet.
