Enable issues for github repository

      https://github.com/jenkinsci/azure-container-registry-tasks-plugin is the active github repository for the Azure Container Registry Tasks plugin. This repo is a fork of https://github.com/Azure/azure-acr-plugin, which appears to be the original repo and no longer maintained.

      However, Github issues are open only on the upstream repo and not the active one. This causes confusion as it doesn't allow people to collaborate on the correct repo.

      Please enable issues for jenkinsci/azure-container-registry-tasks-plugin. I'm opening this ticket as the maintainer of the plugin does not have permissions to do so – see https://github.com/Azure/azure-acr-plugin/issues/49#issuecomment-757827003.
