[JENKINS-64600] Missing release notes for xunit-plugin 3.0

Description

Original: I recently upgraded my xunit plugin to 3.0. I was presented with the following screen:  !image-2021-01-13-09-06-37-544.png|thumbnail! That's fair enough, but there are no release notes to be found, at least not here: https://github.com/jenkinsci/xunit-plugin/releases After upgrading the plugins functionality was removed from several (most?) projects but one retained it, but with empty settings. Building this project caused a crash probably caused by the empty settings. I don't know if these are the symptom of a bug, because I have know idea what the release notes say. Maybe there's a procedure I should have followed, but I just don't know.
