Create GitHub App Credentials Binding to support owner override

Currently GitHub App credentials are being accessed through standard username and password credentials binding.

It would be nice to create dedicated binding of it own to support owner override and other use cases in the future like overriding stale / expired settings.

We will know that we are done, where there is new binding created in github-branch-source-plugin repo and withCredentials can be used with the new binding.

JENKINS-62220 is somewhat related to this story but I think the scope of 62220 is bigger than just creating the new binding, so I just created this one.
