If jenkins gives the p4 plugin code a workspace with forward slashes, like D:/jenkins/pickles/workspace/JOBNAME,  then no changed files are detected and published.

Reproduced in P4Java - internal perforce bug is job105306.

Workarounds:

1) shell out and use p4 command line

2)  "form-in client" trigger to adjust client's Root: to use back slashes
