Set PriorityClass for k8s agent in config rather than yaml

      In order to minimize resource idle, I'm planning to set a priority for all jenkins agent, so they can evict other pods to do CI jobs and then release these resource afterward.

       

      But I cannot set it globally, it can only be done by defining them seperately in every jenkinsfile.

       

      This is pretty inconvinient, hope we can add this to configuration.
