Add Credentials domain is unavailable when assigning Administer on Overall scoop

      When assigning a user/group with the Administer role under Overall scoop  the user loses the ability to see the Credentials Lable when removing this role (which result in losing the ability to administer Jenkins) the label is back and I can create new domins 

      the workaround is to go directly to the new domain URL

      https://<JENKINS_URL>/credentials/store/system/newDomain
