[JENKINS-65095] Windows install points to bad location for admin password

Fresh install from the latest msi installer. The location provided:

C:\Windows\system32\config\systemprofile\AppData\Local\Jenkins\.jenkins\secrets\initialAdminPassword

Does not exist. And I cannot find it.

Please advise.
