All committers since last successful build should be blamed for failed builds

      When a build fails, only the last committer is shown as responsible on the xf monitor.
      Every committer since last successful builds should be hold responisble instead.

          The following plugin already has such functionality. (i.e. chosing "culprits" would send mail to all committers since last successful build)
