Changing configuration in UI removes parameters

      After an update of Jenkins core to version 2.277.3 every pipeline job with parameters loses all its parameters after editing it in UI.

      Steps to reproduce:

      1. Push a pipeline job to Jenkins using JJB
      2. Jenkins -> login -> Find the job -> configure
      3. Change any of the job config settings (optional) 
      4. Save changes in the job config.
      5. All the parameters disappear, instead "Build with parameters" there is a "Build now" button.
