plugin update does not consider dependency

      I've seen dependencies listed for GIT plugin, depending on promoted build. (See screenshot below)

      But currently, I don't see it, while there is a dependency, which will get solved if installing the updated plugin:
      https://plugins.jenkins.io/git/#dependencies
      GIT 4.7.2 requires promoted builds ≥ 3.9.1, but I only have 3.9 and can't update, due to a local modification of the plugin.

      When updating GIT 4.7.2, it installed promoted-builds 3.9.2 without the local modification.

      The local modified plugin has in its MANIFEST.MF:

      Extension-Name: promoted-builds
      Implementation-Version: 3.9-FULLFINGERPRINTDISCOVERY1
      Plugin-Version: 3.9-FULLFINGERPRINTDISCOVERY1

      I would like to see the dependency shown.
