Provide read-only view of project configuration CHANGES

      JENKINS-3677 was one of the remarkable features that Jenkins has. Even this exists, the permissions do not allow user to see the changes that were done to the job configuration. As the configuration itself is visible, the changelog of the configuration can also be made visible.

      Use-case

      Jenkins is managed by a different team in our organisation. We had a commit verification job that used to succeed generally. It started failing suddenly without any changes from our end. We could see the "spanner" icon on the first failing job indicating that a change was made to the config but until someone from admin team wasn't available, we were stuck to see what really caused the failure. Later it was identified that the change was a valid one and if we could see what the change was, we would not have the need to even contact admin team thus saving a lot of precious time of each one involved.
