We have a job that update/overwrite the version in a file from userContent, which is downstream job to the main job. the version is reference to next build if developer  merges PR with the version lower than the previous build will update and bump it from previous build.

When SCM change / scheduled job, the file is updating. Whereas if user trigger the main job, I see another file being created and updating the version over there and not the first one.  It conflicts the version and resulting failure.  Downstream job didn't configured build authorization
